1. Central Committee quarterly meeting: first time in Seattle in 13 years!

Caucuses meet at 8AM in the Convention Center. Any Democrat can participate in recommending policies to the state party through a number of issues caucuses.

Party business conducted at the 1PM meeting by State Committeemen/women (one each from every LD and every county). Resolutions considered. Committee Reports from Technology, Resolutions, Rules, Affirmative Action. Reports on DNC from our four WA state representatives.


And for Saturday after the meeting--

You are invited to join the Washington State Progressive Caucus for a no host dinner and bar for a continuing discussion on Accountability of Elected Officials. We had a terrific open discussion in Walla Walla and many requests, "we gotta do this again."


We'll meet at 6 PM at:

Suggested donation: $20.

2. Young Democrats convention 3/5-3/7
Join the Young Democrats of Washington at their annual convention!

The Young Democrats are inviting party activists, elected officials, and community leaders throughout the state to join in their convention March 5th-7th in Seattle. YDWA is one of the oldest political organizations in the state, with a tradition going back more than 75 years of youth activism. Each year the Young Democrats give countless hours to volunteer and work for great Democratic candidates and causes at the municipal, state, and federal levels. Join us as we celebrate 2009, and kick off 2010!

As a part of the convention, YDWA hosts an awards banquet will be held on March 6th at the Best Western Executive Inn in Downtown Seattle. A VIP reception will begin at 6pm, and the dinner and awards ceremony will begin at 7pm. Dinner tickets are $50 per person, and VIP reception is $25 per person. 3. Forum for 3rd CD candidates 2/6 in Ridgefield
Greetings !!!
The 18th Legislative District is sponsoring a Speakers Series for the 3rd Congressional District Congress Candidates.

The first speaker is this Saturday Feb 6th. Deb Wallace will talk from 10-11, and there will be one hour of social time after this.
The event will be at the Tri Mountain Golf Course, 1701 NW 229th St, Ridgefield WA.

So far, we also have scheduled Denny Heck on March 6th, and Craig Pridemore on April 3rd at the same time and location.

Please come to get to meet the 3rd CD candidates.

4. 8th CD Dems to meet 2/9 in Renton
Our next meeting of the 8th CD Democrats will be February 9, 7:30-9pm at the Renton Carpenters Hall, 231 Burnett Ave N, Renton.


We will be voting on an amendment to our By-Laws which you can read on the website

It is also my privilege to announce that the Washington State Democratic Party has formally nominated Suzan DelBene as the party's candidate for the 8th CD seat in the House of Representatives. This nomination took place at yesterday's meeting of the Washington State Democratic Central Committee. All members of the Central Committee who reside within the 8th CD were present, plus Sharon Mast who resides within the 8th CD and is one of the state party's representatives to the Democratic National Committee. So though this emergency response to the problem of not having a partisan primary through which to select our nominee had far fewer voters than we all want, all the designated voters were present and the vote was unanimous.


We will all still have a role in endorsing.

6. OFA to hold meetings across the state
If you haven't already heard, Organizing for America staff and volunteers are conducting a statewide tour between now and the end of March to talk about our work in 2010. As party leaders, I wanted to make sure you each knew our schedule and when we will stop in your area. We obviously encourage you to invite your membership to any of these events.

Our Strategy Sessions will be a chance for OFA staff to talk with volunteers across our state about our legislative and electoral plan for 2010. As an organization, OFA has come a long way in the past year. We have lessons to learn from the budget pledge drive, from health insurance reform and certainly from the Massachusetts Senate Race. The Strategy Sessions are a time to bring those lessons together and look to the future. Staff will talk through national strategy and simultaneously gather feedback and get buy in from our supporters for our plan to lead OFA forward in 2010.

Proposed Rules for consideration of endorsements
1. Resolutions of endorsement of candidates for the position of Representative for Washington's 8th Congressional District shall be in order at the February meeting to be held on February 9, 2010.

2. A copy of these rules shall be distributed to eligible members by e-mail not later than seven days prior to the meeting (that is March 2, 2010). The first order of business of the meeting shall be to approve the rules to be used for the endorsement process.

3. Only members as defined in the 8th CD Democrats Bylaws shall be eligible to vote on motions of endorsement. Those who are members solely by virtue of submission of a membership form must have done so at least twenty days before the meeting (February 17, 2010) in order to be eligible to vote. The District secretary shall provide credentials to eligible members as they sign in and present a Credentials Report to the membership prior to consideration of motions of endorsement.

4. The quorum for this meeting shall be ten (10) members. A majority of members initially signed in as present or voting by proxy shall be required to maintain a quorum. The motion to adjourn shall be in order.

5. Any motion of endorsement must be limited to a single candidate and may not be amended. Motions of endorsement require a second. Separate motions to endorse different candidates for the same office shall be in order and, if several should pass, shall constitute a multiple endorsement in that contest. See rule (6).

6. Before opening the floor to motions of endorsement the Chair shall ask the body what motions are anticipated. If more than one candidate is named the order of consideration of those named shall be determined by lot. A motion to endorse a candidate not so named shall be in order after any offered for those who were named have been taken up.

7. Debate on any motion of endorsement shall consist of a maximum of three speeches in favor of the motion and three opposed, limited to two minutes each. Only those eligible to vote on the question shall be recognized during debate. An eligible speaker may yield his or her time to any other person. The motion to table shall be in order.

8. Any motion of endorsement shall require the assent of two-thirds of those voting on the question. Voting shall be by a show of credentials.

SOUTH BEND — U.S. Sen. Patty Murray, Gov. Chris Gregoire and Congressman Brian Baird are expected to headline the annual Pacific County Democratic Crab Feed this Saturday.

The Crab Feed starts at 6 p.m. Saturday at the Willapa Harbor Community Center, 916 W. 1st Street in South Bend. A social hour is planned from 5-6 p.m. Tickets are $25 at the door.

Organizers plan to honor Baird, who has made a point of coming to as many crab feeds as possible during his years in office. Baird announced recently that he would not be seeing re-election.

11. Housing needed in Seattle for out of town platform committee members 5/1-5/2
As some of you may know the Platform and Rules Committees for the 2010 State Convention are meeting in Seattle on Saturday. May 1st and Sunday, May 2nd.

14. Fundraiser for Institute for a Democratic Future 4/15 in Seattle
IDF is the best training program in the country for preparing future leaders in the progressive movement - our alumni include elected officials, labor leaders, campaign consultants and community leaders in all aspects of policy. Our Fellows (aged 21-36) travel across the state and to Washington, DC and focus on three main areas - Public policy and emerging issues; the legislative and political process; and campaigns and elections. They meet with elected officials, dignitaries, lobbiests, and learn from campaign experts on everything from messaging, to volunteer recruitment and managing a budget.

Unfortunately, as with many organizations, IDF is having a severe revenue crunch and needs to raise significant funds by mid-April in order to ensure that we do not have to cancel trainings in other parts of the state. We rely on outside donations in order to ensure that the program is affordable for the class, many of whom would not be able to participate if we raise fees.

We have two opportunities to support IDF:

Event: we are having a fundraising event on April 15th, and invite anyone who is interested to come to Trivia Night and celebrate tax day with us! There will be 4-6 people per team, and there will be prizes for the winners and the best team name. The event will be at the Twist Restaurant and Lounge from 6-9pm, and costs as little as $25 per person to attend.

The 11th LD is sponsoring an Event. Movie Watch Night, please come and join us to watch Michael Moore's latest Film " Capitalism, A Love Story" at the Columbia City Cinema on Saturday the 24th of April at 10 AM to 1 PM. There will be a discussion after the film. We are asking for a $10 donation and concessions will be sold including Obama Soda! 20. Initiative 1077 to be discussed at the Metropolitan Democratic Club 4/28 in Seattle
WA State Initiative 1077 (the income tax initiative) spokesperson and Co-Chair of the Bill & Melinda Gates Foundation William Gates, Sr., will be joining a distinguished panel of scholars, economists and lawmakers at our meeting this coming Wednesday, April 28 at 12 noon. The Legislative Action Committee had a very successful April meeting with Reps. Ross Hunter and Larry Springer and Sen. Eric Oemig, talking mainly about what revenue efforts worked and what didn't, but also about some of our priority policies that are still on the table, including public campaign financing. We also talked about the Roadkill Caucus and the difficulty of getting a majority for repealing some tax exemptions.

What follows are meeting notes of the April meeting taken by Sarajane Siegfriedt, LAC Co-chair. They are not minutes, since no votes were taken. The content is accurate to the best of her note-taking ability, which she claims should be viewed as "imperfect."
Initiatives

Rep. Hunter: I-960 requiring a 2/3 vote to raise taxes was never tested in court, in part because the Lt. Governor who presides over the Senate would not allow such a vote. We haven't passed a vote with less than 2/3, so no one has standing to sue. It could only happen if the majority passed a bill and the Lt. Governor as President of the Senate ruled against it.

Possibly we could role back the 2/3 requirement in general, but retain it in a handful of instances where we could repeal a tax exemption, for example, without 2/3. We didn't have votes in the Senate for that.

Sen. Oemig thinks Puget Sound voters are more sophisticated and can understand a vote like that, but the rural Senators said they didn't want to explain it to their constituents.



Raising Revenue

The Senate had only 25 votes for raising revenue out of 49 total Senators - the bare minimum.

As House Finance Chair, Rep. Hunter proposed $25 million in closing loopholes, but got buried in email from people who objected, such as private airplane owners, whose tax rate hasn't been updated since 1949.

Sen. Oemig started with "I'm sorry. The revenue conversation isn't the bright spot. There were some righteous rollbacks, such as the out-of-state banks, that we couldn't get passed."

The House passed a bunch of measures that couldn't stick in the Senate. Hunter doesn't think taxing beer, pop and candy is a very good idea, compared with taxing private airplanes and applying B&O tax to mortgages, an exemption originally given to WaMu, to make them more competitive. Banks pay similar taxes in almost all other states. The lobbying pressure was huge. They argued "nexus" that merchant banks and mortgage rates would be higher if we did this, but they couldn't prove it.

Hunter said: Will we do go after this again next year? Raising taxes is very painful, and we really don't have good budget projections for next year. If we don't have a big deficit, it will be very difficult to demonstrate the necessity of raising taxes. If Eyman is successful , we might not be able to raise revenues. Given the current makeup of the State Supreme Court, I wouldn't want to put a tax case in front of them. The current court isn't reading the current law correctly.

It costs a quarter to a half-million dollars to put an initiative on the ballot. The teachers were the last ones to have enough "volunteer" signatures to do this.

Hunter: Sen. Phil Rockefeller's proposal to tighten up the way tax exemptions are treated, including sunsetting them after five years, never got to the House. We do want to look at that next year. Some exemptions make a huge amount of sense, but we extended some tax giveaways that were due to expire, including the largest mining company in Canada, which owns a zinc mine in Pend Oreille County.

Sarajane asked: What about the Boeing tax break? Rep. Hunter voted for that in 2003. He believes that we would have lost most of Boeing's production over 20 years. Option B is we collect taxes from Boeing, but less. They would have moved the 787 assembly line outside the state. Our tax structure and how it affects manufacturing is a disaster. For high-tech, it's very attractive. Microsoft and other high-tech companies have one of the lowest tax structures for employees. We're 47th of 51 in terms of the total tax burden. Corporate taxes are very low, 1.5%--much lower than with an income tax. They pay more in sales tax than they do in B&O. Microsoft has some very conservative executives. Ballmer is reasonably conservative. The rank and file employees are college educated and more liberal.

What part of our manufacturing tax system is broken? The "use tax" is bizarre. We required a manufacturing firm to pay use tax in the molds they use in their lost-wax process that's used to make unique metal parts. It's an internal process. The mold is destroyed in the process. Corporate income taxes are very easy to evade. We tried to change this. Publicola did an animated video on the ways corporations evade taxes. (Hunter will post it on his website.)

Said Hunter, you can design a tax system to produce almost any amount of revenue you want. Currently we raise about $30 billion in revenue. Our revenues increase at about the same rate as the economy. Sales tax is by far the biggest piece. We have a very complicated computer model with very sophisticated inputs that allows a lot of variables.

We got the 520 bridge done this year-creating thousands of construction jobs. It was a huge win. It was Labor's big request.

Sen. Oemig noted Sen. Rockefeller's proposal to sunset every tax exemption after five years . "You can get 20 votes. The last five votes each think they are the last vote and they want something for it." We want to connect each tax giveaway to its use. We subsidize rural counties substantially, but they don't believe it. The rural Senators don't take that vote, the money keeps coming to their districts and they don't acknowledge that they are receiving welfare to schools, county governments and so on. It needs a better name. "Government welfare reform?"

Rep. Hunter: We need a better dashboard for where the money comes from and where it goes. Every year I learn more and I realize how easy it is to ignore the things that need to change. For example, how we maintain our contributions to our pension systems. Next year, it's $600 million more than it was last year, but I don't know how much it was. Unless people can see and visualize this, it's hard to make it happen. I've lost huge arguments in the Finance Committee because the members couldn't understand the complexity of the issue.

The budget system is a black hole for many people. Legislators don't understand it. At the federal level, it's the same problem. The average Congressman doesn't understand how banks work, especially investment banks. The government gives control over to the Federal Reserve System, which is owned by private banks.

Putting the tax exemptions in the hands of Joint Legislative Audit & Review Committee (JLARC) isn't working. Hunter says the reports are the most valuable tool we have in reviewing exemptions, because it is an objective look. Oemig says yes, but it's a narrow look. The Tax Preference Commission looks at exemptions on a 10-year cycle.

Brad Larsson says: The Seattle Times called the new taxes the "7-11 taxes" because they apply to everything you buy in a convenience store.

Sen. Oemig: There are structural problems and we will be back to fix them next year, assuming Eyman's I-1053 doesn't pass. Rep. Hunter: "If there's no deficit, I won't have the votes to pass it next year," referring to a tax bill.

Sen. Oemig: We could not get a candy tax out of the Senate for anything. Same with the soda tax. It helps if you're giving something back, like improving the B&O tax (easy to enforce, but regressive). We put a permanent increase on the exemption level for businesses such as Microsoft.

Sarajane asked, how will we pay for basic education? Rep. Hunter: Not with the B&O tax. Health care will shift to the federal government over time, and education will grow back to 50% from 43%. It was 39% when I started in 2003. How do we want to pay for education? The legislature can't pass an income tax. The initiative process is more likely to work. The voters who value education are the suburban voters, the Microsoft employees. These are the businesses and the votes that we tax least. It's going to have to flip around. The League of Education Voters has done some polling that voters would support this if it affected educational outcomes.

Don Smith: We need some leadership from Democratic officials to pass an income tax. Rep. Hunter: Polls show that if it comes from the Legislature, it fails. Rep. Larry Springer: That effort is going on right now. Frank Chopp is strategizing with stakeholders, but they haven't gone public yet. There's a split among the stakeholders about when to launch, including the potential funders.

Asked Margaret Shield: What about the coal tax and the oil tax, where we're trying to put externalized costs (clean air, clean water) back on to industries that are dirtying them?

Sen. Oemig: We'd like to reinvent a tax, over time. Possession of a hazardous substance or disposing of a hazardous waste-we still haven't figured out how to do this.

Here's a $10 million exemption on sales tax on coal coming from the TransAlta power plant in Centralia. All the coal is now coming from out of state, so it didn't save jobs. The other omission is the requirement by the federal government to clean up all the stream runoff from roads, the diffuse or non-point pollution taxes. Cities are mostly paying for this now. The Senate didn't have the votes to raise the tax, the Model Toxics Clean-up Act, that would have replaced the per-barrel oil fee, which Larry Springer thinks is misplaced. We got to 49 votes in the House. We couldn't get to the 50th vote. It may be part of the effort next year to fold the storm water clean-up, which is a road issue, into raising the gas tax.

It was really clear that the Governor was going to veto the TransAlta tax. The Governor is working with the coal plant to transitioning to natural gas.

Some of the revenue issues were about the economy and others are about policy. This one < the tax on barrels of oil> can come back. We haven't built a new refinery in 35 years, because nobody wants one. Tesoro would have had an exemption for any product they exported out of state.

There's a tax paid when you take possession of hazardous substances. It was voter-approved in 1987 and hasn't been raised. It seems like a better taxing source. It would go from 1% to 1.8%, would raise about $100 million a year, and would go to cities and counties to pay for new stormwater guidelines that are coming from the federal government. We just lacked the 50th vote in the House. We ran out of time.

Margaret Shield: The fee on hazardous waste needs to be modernized. It's capped at a relatively low amount and needs to be raised, according to the Toxics Advisory Council. It's capped at $1.8 million, divided by the number of companies taxed. Because they all pay the same fee, there's no incentive to improve.

Is there a way to collect on Microsoft's selling out of Nevada? No, the Dept of Revenue says we'd lose the case. We'd have to switch to a corporate income tax. The Seattle Times reporter didn't write about it. There's no real issue, just smart tax planning on their part. It's the other end of the spectrum from tax evasion. We did pass a tax avoidance bill that will go after six different kinds of tax evasion.

Rep. Hunter will post the tax avoidance video on his website today: "Tax avoidance for Dummies" on You Tube.

Voting Reform

Sen. Oemig: Campaign finance reform for the State Supreme Court-didn't pass, but Lisa Brown was very helpful in the Senate. We tried public campaign finance for the Supreme Court and almost got it through the Senate until I-960 killed it . We didn't have 29 votes in the Senate, and the Lt. Gov. ruled against it. That killed the bill. We thought we'd run the bill after I-960 was suspended by the Legislature, but then the Chief Justice registered the court's opposition, because it was based on a court filing fee <$3>. That killed the bill. The courts think they own all the filing fees.

The Chief Justice told Steve Zemke that members of the State Supreme Court opposed the public campaign finance bill as written. Steve urged us write them to support the bill. Sen. Oemig mentioned another alternative some states use that does not require that we elect judges. That approach is to have a commission that selects three judges and the Governor appoints one of the three. The next election, the judge is voted to "retain or reject." If the judge is rejected, the process starts over. We have to fix a system where a court can be bought by corporate dollars. Craig Salins and John King of Washington Public Campaigns were great this session.

The model we have today was set up specifically for judges who aren't supposed to be soliciting contributions. It won't work for other elected officials. The general model is to opt out of fundraising from large donors and opting in to small donors, under $100, that will be matched.

Sen. Oemig raised the issue of Internet voting. The Military and Overseas Voting Bill would have allowed Internet voting over the non-secure Internet. It passed unanimously in the House. It needs to be shut down. Sen. Oemig asks our help. Emails just aren't the way to do it. Anyone can go online and find out who hasn't voted. You can download the ballot online and email it in. It's too easy to spoof, to do wholesale fraud. One disgruntled employee can game it. Are there other solutions? The military get their ballots sooner and they are accepted later. How many overseas voters were received too late? We can't find a single one that was rejected past the deadline.

Steve Zemke asked about same-day voter registration and universal voter registration. Sen. Oemig prime-sponsored the same-day voter registration bill in the Senate and will keep working on it. The opposition is from the Sec. of State and the Assn. of County Auditors.

Education Reform

Education is a big problem and funding it is an even bigger problem. The funding allocation formula was changed this year. It's important that we bring more transparency. We need to state up-front how many teachers we are funding and make it a vote, not just part of the Omnibus Budget that obscures the numbers. We think the transparency and the requirement to vote directly is a big victory.

Sarajane asked if we are going to be competitive in the second round of competition for Race to the Top funding. Said Sen. Oemig: U.S. Sec. of Education Arne Duncan and others require buy-in of the teachers for reform. We do have the buy-in of our teachers for some pretty substantive reform, including how to fire teachers, change management, require longer hours, evaluate teachers, how to fund education. The Round 1 winners of Race to the Top all had almost universal agreement from their teachers unions. The feds are visiting with policy-makers to understand the political climate in different states. They told Sen. Oemig that we are ahead of the game in data-gathering and some other areas.

Housing

Rep. Springer works in the House on housing issues, which took a back burner to the budget. We got $30 million added to the Housing Trust Fund, which was excellent, considering that the Capital Budget was raided to fund the Operating Budget. Five million went to two pilot housing programs for people on the Disability Lifeline. Workforce Housing gets the other $25 million. Rep. Tina Orwall did a great job as prime sponsor of that bill. Last year's transit-oriented development bill failed. It was fatally flawed because it mandated density. We need to create incentives for cities that do have transit-oriented development funds for density. This is particularly true if you are starting something new. We weren't able to do much in the way of farmworker housing, including Skagit and Whatcom. I want to work on that next year.

Tax Reform

Regarding income tax, you can create an income tax that raises revenue. At maybe 5% for individuals making over $200,000 a year, you could be revenue neutral. If you make it such, you can pass. If you can reduce property tax, you have a leg up . I think property tax is a key. We could also increase the primary residence tax exemption. We can't afford to reduce the sales tax.

Applying the B&O tax to interest income on big banks was an opportunity that we missed. We crafted a policy that raised $50 million to the interest the banks raised on the first mortgage. Sen. Berkey was opposed and was unconvinced that it wouldn't hurt Frontier Bank in Everett-even though it wouldn't. We also couldn't get the out-of-state sales tax exemption through the Senate. Both of these would provide ongoing revenue. We need more of that. There are no more budget tricks left. We need fixes.

They did raise the B&O tax on professional services. They are taxed at the highest rate, 1.5% of gross. Retail pays the lowest rate and manufacturing pays in between. The overhead is lowest on the ones who pay more. It was raised to 1.8% for professional services for three years.

Consumer Protection

Steve Zemke asked, what about the Homebuilders Revitalization Act, or Homeowners Bill of Rights? Rep. Springer: "It got through the House and died in the Senate. We had it back in the House this session, but it had 15 yes votes in the House this year, vs. 52 in 2009. Maybe people didn't want the fight in the short session." (Steve Zemke comment on notes - House backers withdrew support because the bill was much weaker than last year's version)

Olympia Politics

Sarajane Siegfriedt asked about the Roadkill Caucus. Rep. Springer: "It's a group of House Democrats it includes Mark Ericks, Deb Eddy, Ross Hunter and Springer , who are more fiscally conservative, but also strong on social justice. We didn't feel like we spoke as a group. We formed a caucus, started by Brian Hatfield in the Senate, eight of them, 15 of us in the House. They didn't want to see unemployment rates for businesses raised this year. It was the wrong time to increase them . That's the only bill we specifically targeted."

Why the Roadkill Caucus? Springer: "It's in the nature of a caucus that's as large as ours is in the House this year. We won't have 61 next year, with eight members retiring. The Democrats are a big tent. There are born-again Christians, atheists and everything in between. There's nothing wrong with groups, but the budget has made it ugly. We're trying to figure out how to redesign our leadership team in the House, with Lynn Kessler retiring as Majority Leader. It's a huge loss."

Other accomplishments? Workforce housing applies to 80% of area median income and below, down to 30% about minimum wage. It would be mixed income, so half would be market-rate units.

We also have $15 million as a down payment for a $40 million purchase of the Maury Island gravel pit.

This Wednesday, June 9, starting at 7:30 pm, the 36th District Democrats will be hosting a moderated forum/debate between the 2 leading candidates for Supreme Court, Position 6: Charles Wiggins and Richard Sanders. It should prove to be a great (perhaps heated?) discussion and each candidate will be provided the opportunity to ask the opposition candidate a question and offer a rebuttal to their response…so anything can happen. Want to hear opinions on gay marriage, taxes, property rights and other hot topic issues? This is your access to two candidates who will shape the direction of our next State Supreme Court. The candidate forum should last 30-40 minutes and we’d love to have State Supreme Court enthusiasts there. Can you join us?

Carol Gregory:
Candidate for District 30 State Representative position 2, has also been a schoolteacher. She was elected President of the Washington Education Association and served them 1975-1981.

She is the current director of Burst for Prosperity. As such, Carol addresses the root causes of poverty in South King County. She works with community members to create sustainable, income-generating opportunities to break cycles of poverty. One of the central goals of Burst is to help people living on low-incomes gain the training they need to secure and maintain family wage jobs or start successful small businesses.

Dear Friends,

I have some very good news. Late yesterday afternoon the Secretary of State's office confirmed what we already knew: I-1098 will be on the November ballot. It is clear that the people of Washington are ready for real tax reform. 384,382 of them signed the petition to make our tax system more fair.

Thank you for everything you have done. I have had the pleasure to meet many of the volunteers that worked on 1098, and I have to say I was continually impressed with the dedication and passion that I saw from Washingtonians who are ready for change. Our State has been penalized by an unfair and inadequate tax system for years. Initiative 1098 will change that.

We currently rank 46th out of the 50 states in the the amount of our economy we invest in education, and we rank dead last -- 50th out of the 50 states -- in the basic fairness of our tax code. Middle class families in Washington State pay four times the tax rate of the very wealthy, while our reliance on the B&O tax penalizes small businesses that are struggling in the current economic downturn. That is scandalous. And it is wrong.

When 1098 passes we will reduce taxes on middle class families, eliminate the B&O tax on small businesses, boost our economy and make our tax code more fair. I know there is broad public support for this initiative and with your help I know we will win in November.

Washington is only one of seven states without some form of income tax and our opponents are already mobilizing to try and keep it that way. We can't let them win. The stakes are too high.

The very future of Washington hangs in the balance. Will we let our education system continue to deteriorate? Will we kick thousands of our most vulnerable citizens off the Basic Health Plan? Will we let Washington continue to be the most regressively taxed state in the country?

Or will we have the courage to lower taxes on small businesses, lower property taxes on working and middle class families and create a limited income tax on the very wealthy -- the top three percent of households -- that will generate $1 billion per year in revenue dedicated to funding education and health care?

YES - Referendum 52: Known as the Jobs Act of 2010, this bill would strengthen our common wealth by authorizing the issuance of bonds to pay for the weatherization of public buildings (including schools, colleges, and universities). The resulting energy savings would thus pay for themselves. Voters will be asked to either Approve or Reject this referendum. YES - HJR 4220: A constitutional amendment which would give judges greater leeway to deny bail to individuals who prosecutors can demonstrate have a propensity for violence. The amendment was crafted as a response to the heinous crimes committed by Maurice Clemmons; it is known as the Lakewood Police Officers Memorial Act. YES - SJR 8225: A constitutional amendment adjusting the state's debt limits. The amendment is a very technical change to Article VIII, Section 1. It simply modernizes the way the amount required for payment of interest is calculated. The amendment is only six lines long. NO -Initiative 1053: Tim Eyman's latest scheme to wreck government is merely a do-over of his 2007 measure, Initiative 960. Initiative 960 unconstitutionally gave thirty four representatives in the House and seventeen senators in the Senate the power to override their sixty four and thirty two other colleagues (respectively) and veto any bill intended to raise revenue for our common wealth. NO - Initiative 1082: The latest astroturf campaign from our friends at the Building Industry Association of Washington (BIAW), the state's most powerful and notorious right wing lobby. The BIAW is calling its campaign committee "Save Our Jobs Now Washington" but the real purpose of Initiative 1068 is to privatize industrial insurance and weaken the Department of Labor & Industries. YES - Initiative 1098: A serious proposal to reform our state's tax structure, championed by William Gates Sr. It would create an income tax on high-earners (individuals making more than $200,000 a year; $400,000 for couples) and erase the small business and occupation tax for eighty percent of small businesses. It would also lower the state property tax levy by twenty percent. The estimated $1 billion left over would be dedicated to funding public schools and strengthening healthcare coverage.

West Seattle Democratic Women's Monthly Membership Meeting Reminder

The West Seattle Democratic Women meet this upcoming THURSDAY, AUGUST 26, 2010 at the regular (11:30 A.M. - 1:15 P.M) time. This month will be our annual potluck/picnic. Please bring a food dish to share; either a casserole or a salad or a dessert. WSDW will be providing lemonade, paper plates and cups, and plastic silverware. Some "pols" may stop by but there is no predetermined program; just enjoy the beach, the food, and conversation. Guests are most welcome.

NOTE CHANGE IN LOCATION: We'll be at Shelters 3 & 4 on the south end of the beach at Lincoln Park. It was a tough fight, but together we re-elected our marvelous Senator Patty Murray, and re-elected all of our incumbent US House members, including Rick Larsen in a come-from-behind victory. We held our majorities in the State House and the State Senate, in a year when across the country one-third of Democratic chambers turned Republican.

43. Campaign staffers, organizers, volunteers, activists, bloggers and community leaders meeting 11/20
Dear Chairs and Vice Chairs,

The past couple of weeks have been a roller coaster and you're probably feeling a mixture of heartbreak, relief and anxiety. While we kicked some serious ass for Senator Murray, we lost some other battles on the legislative, initiative and Congressional front.Now, more than ever, we need to come together tell our stories, celebrate our successes, learn from our failures and make a plan for the future.

On November 20th join progressives from around the state at RootscampWA. Campaign staffers, organizers, volunteers, activists, bloggers and community leaders will come together to debrief the recent election, build relationships, plan for the upcoming legislative sessions in Olympia and DC and most importantly to get inspired for the work ahead.

Rootscamp is an "un-conference" there are no boring panels, no dry power points, no lectures. The agenda created by the participants to talk about what worked, what didn't, and what we can do better next time.

1. Upon reflection of the 2010 Election:

We have much to celebrate here in WA. We held off a supposed 'wave' of Republican victories. A "West Coast Fire Wall" has been recognized across the nation. Here in WA, we re-elected Senator Patty Murray, elected Charlie Wiggins to the State Supreme Court (certification pending), and defeated some misguided initiatives. Others were passed, and one good one (1098, income tax, tax relief otherwise), was defeated.

2. Much of that celebration will take place at our Annual Holiday Party:

45. Metropolitan Democratic Club of Seattle meets 11/17
Metropolitan Democratic Club of Seattle Members and Friends:

This Wednesday (our only meeting in November), MDC will be presenting a special forum, Keeping Our Parks Public. How do we pay for and protect our public parks with local and state budgets strapped over the next 5 years, and how can you play a role in protecting against the privatization of our public spaces?


Panelists will include former Seattle City Council President and Parks Committee Chair Peter Steinbrueck, Seattle Port Commissioner Gael Tarleton, and Past President of the WA Environmental Council and former WA State Parks and Recreation Commissioner Joan Thomas.


The discussion will be moderated by Eliza Davidson, a long-standing board member of Friends of Seattle's Olmsted Parks and Vice-Chair for Advocacy for the National Association of Olmsted Parks, and there will be time at the end of the program for questions from the audience.

When: Wednesday, November 17, 12:00pm-1:30pm
Where: Seattle Labor Temple, Hall #1, 2800 First Avenue (between Broad and Clay Streets)
Cost: Free and open to the public (donations gratefully accepted)

47. King County Legislative Action Committee to meet 12/12 on Mercer Island
House Speaker Frank Chopp is the featured Speaker at the next Legislative Action Committee meeting of the King County Democrats.

The second hour ww will review the 3rd revised draft of our Legislative agenda - a copy of which follows below.

King County Democrats Legislative Action Committee

2011 Legislative Agenda
3rd Draft for Comment 12/9/2010


1. Revenue/Tax Reform

· Sunset all tax exemptions every 5 years and require annual performance reports

· Repeal non-performing corporate tax breaks, in a revenue request to the people, including TransAlta coal mine jobs and big banks resale of mortgages loophole

· Toll both the 520 and I-90 bridges to pay for 520 bridge replacement

2. Election and Initiative Reform (Craig Salins & Steve Zemke)

· Public Financing of campaigns for Washington State Supreme Court - optional public financing for campaigns, by referendum to the people

· Universal Voter Registration - opt out, not opt in, legislation for motor voter registration

· Increase initiative filing fee to $100 or more from $5 to better cover admin costs

· Require signature-gatherers to be Washington State residents

· Set up Citizen's Initiative Review Process like recent Oregon legislation

· Same day voter registration and voting.


3. Banking, Foreclosure and Predatory Lending Reform (Sarajane Siegfriedt)

· Require lenders to use mediation, give homeowners right to rent former homes, increase state enforcement powers

· Provide judicial oversight for foreclosures, instead of forcing borrowers to hire attorneys

· Establish a public Washington State Bank similar to North Dakota's to increase credit

4. Environment (Margaret Shield)

· Transition to a coal-free future by closing or converting TransAlta coal-fired plant in Centralia

· Invest in Clean Water Bill - raise funds for clean water infrastructure and storm water control through a per-barrel fee on petroleum products as part of revenue request to the people.

· Protect environmental programs from budget cuts, if possible

· Protect water quality by restricting phosphorus amounts in lawn fertilizers

5. Public Safety (Margaret Shield)

· Create statewide safe medicine return program funded by pharmaceutical manufacturers

· Keep kids safe from toxic chemicals by requiring children's products manufacturers to find and use safer alternatives for harmful chemicals.


5. Criminal Justice (Renee McCoy)

· Revise 3-strikes to eliminate lowest level crimes; abolish 3-strikes law

· End prison for nonviolent drug offenders; instead fund drug courts and alternative sentences to save $150 million

· End sentences of life without parole for juveniles.

· Legalize, regulate and tax marijuana for adults



6. Housing and Human Services(Sarajane Siegfriedt)

· Protect poverty programs: Temporary Assistance for Needy Families (TANF), Apple Health for kids, Basic Health, Emergency Food Assistance, Medicaid, mental health, substance abuse treatment and General Assistance for people with disabilities, if possible

· Restore Medicaid medication cuts

· Promote State Housing Trust Fund at 50% of previous level of effort (or $100 million) as a shovel-ready jobs bill

· Pass Fair Tenant Screening Act to regulate screeners and make reports go for 60 days

· Adult Family Home regulatory reform, with fees adequate to cover costs


7. Labor (Brad Larssen)

· L&I "retro reform"--recapture L&I insurance pool refunds; better regulation and transparency

· Require prevailing wages to be paid on public/private partnerships and projects involving public money or public land

· Collective bargaining for early childhood educators, 2-year college lecturers and interpreters

8. Education

· Protect early education funding: Low income preschool - maintain 2009-2011 funding level and Full- day kindergarten - support an addition of 11% schools per year

· Adopt State Board of Education College and Career Ready Graduation Standards (Core 24 - an increase in credit requirements for better preparation for life) for the class of 2017

· Allow school districts to consider teacher evaluations in addition to seniority when making reduction in force decisions



Our ability to work on specific legislation or specific areas depends on members of the LAC being willing to track bills or areas of their specific interest.
