I've taught in schools like this. And I teach ELEMENTARY school.
Fortunately I am NOT in a school like this anymore. But they are a big concern, especially in urban districts.

Due to classes being cut on my campus, the students don't always have a full set of classes to take during the day. I see kids roaming around, waiting until they do have a class and then they go. It's not good that there aren't classes they can take, but I'm just saying that this set of pictures doesn't necessarily prove anything nefarious is going on. I'd want to know more.
