1. The poverty in Cambodia has to be seen to be believed.
One thing State department could do is open up Cambodia to American adoption.... closed since baby-buying scandal of a few years a go.

Cambodia is a wounded country that has never fully recovered from the devastation of the massive US bombing and subsequent KR mass murder, which wiped out or exiled the entire educated class.
