Went into system preferences to see if it was lurking in my desktop design choices. It was not, but when I selected another one, it disappeared.
Still wonder how in the world it happened - but as usual with a Mac, the fix was relatively simple once I stopped making it into a bigger problem than it was.

It will show you what the problem was and how to fix it so you dont have to fumble around anymore.
it is not a safari issue.

2. control-click or right click an image in your browser brings up a menu. |

one of the items is "use image as desktop picture."
