Does your brother use Limewire by any chance? The reason I ask is my cousin's computer was infected with this when I saw her at Christmas. Her 18 yr old son had a bloody Limewire download orgy and the computer was left with around 150 malicious items according to Malwarebytes. Some could not be removed and it was quicker to stick the Windows disc in and reformat rather than spend Christmas day searching for various removal tools.
Having the hard drive partitioned into C for operating system and programs and E for her own photos and music made it a lot easier and didn't involve losing any of her own stuff. She is not very computer literate, so there were not a whole lot of big programs to re-install anyway. Whole process was done in about an hour.
