I have photoshop 7 and i was wondering what the photoshop c64 ( i think thats its name) is? Is it an extension of 7 or is it an improvement over 7 and is stand alone? thanks

1. If you have version 7 of Photoshop it is really, really old. |
|
It still works for most things but since 7 there has been CS2, 3 and 4. 4 is the latest version and very powerful with many features that don't exist in 7. Unless you need some of the new features, if 7 still works for you then no need to upgrade.

2. I believe you mean CS4 |
|
Which means Photoshop as a module of Adobe Creative Suite 4. In real terms this would be about Photoshop V. 10.
If you are already a power user (masks, layers/layer masks, pixel level selection, colour profile knowledge) then yes. You may well appreciate the upgrade. If, on the other hand, you open a picture and apply a couple of standard filter effects, then the upgrade is probably not worth your time. Better to learn the program on an older, simpler version. When you can use even 50% of the capabilities of Photoshop, you may be proficient enough to appreciate the more recent versions.
