When you download a clip that moves (e.g. Obama's "He's dead.") it appears

I'd say you are trying to view the clip in a program that does not play animated gifs. IrfanView is one program that will play them. It's free www.irfanview.com

Or you could dig around in the options of your graphics/picture viewer and see if there is an option to play the gif.
