From questions asked by Corker, the Obama administration wants flexibility rather than the Bayh/Lieberman bill. They have big hopes that Russia will join us for broad based sanctions. Bayh seems itching to impose them yesterday.

In case this comes up on the bigger forums, here is what the SFRC has done.
Kerry has had three open hearings on Iran, both of which discussed this. (He also had a closed meeting)

The first was on our options - this was back in March, but they likely are still the same - http://foreign.senate.gov/hearings/2009/hrg090303a.html

The second is a fascinating hearing where the first half was with Morgenthau, the NYC DA of BCCI fame, and then a panel with Nickolas Burns, who was an undersecretary of State under Rice. Some comments there between him and Kerry were prescient as he saw that Russia might be the key and they might be more willing to cooperate with Obama - as they were concerned that with Bush, it could be a prelude to war. http://foreign.senate.gov/hearings/2009/hrg090506a.html

The third is less relevant. It was a hearing after the elections with expat Iranians.
