HELP! Math/measuring problem |

Math is NOT my forte to say the least and I could use some help if anyone is accustomed to doing precise measurements.
I'm supposed to draw a grid with outside dimensions of 3 ft. by 4 ft. total. The grid lines need to be 3/16th width each while the squares are 1/2 inch each. So taking into account the 3/16th lines between each 1/2 inch square how many squares/lines fit per side (3 ft and 4ft). Does that make sense? It's just a graph/grid pattern.
I think there's a total of (64) 3/16 per foot if that helps.
I'll bet this is one of those times it would help to have some graphics software or something like that where I could just type in the dimensions and let the computer make the drawing.

Does this grid need to have cells that are 3/16 wide by 1/2 inch tall?
If so, is the 3 by 4 foot total dimensions with the three feet horizontally or vertically aligned?
