I don't know whether you guys already found this, but it looks like CSPAN is setting up to give super easy access to video if you know the date a speech was given in the Senate - which can be found in Thomas or an article giving the date.

Here is the main page - that gets you to a calendar to pick the date from. http://www.c-spanarchives.org/congress

For example, clicking on January 15th, then clicking on Senate, gives you every speaker on January 15 th in the Senate is listed - clicking on a name, gets that person's speech.
The cool thing is that this appears to go back to 1997 - though it is not completely working for 1997 - it looks like, for 1997, they may have loaded just the first minute at this point. It looks like they intend to fill in even earlier years - or they likely wouldn't have put them on the calendar page.

(If this is all old news - sorry - I am really excited to see stuff so easily accessible.
