Are Merit Based Scholarships Democratic?

Hi, I'm a teacher and currently working on my Master's degree
in Special Education.  I am doing a presentation on democracy
in our schools and would greatly appreciate your opinion
regarding the following statement:

I believe that Bright Futures Scholarships, and similar
others, would be less democratic if they were awarded based
solely upon a student's demonstrated evidence on prior
scholarship, not financial need!  Thus, kids from wealthy
families would not qualify.

I'd like to know how others feel about this topic.  Thank you
for giving me feedback, I greatly appreciate your time.
