This does not cover:

SUV
Vans
mini-vans
Trucks
PT-crusiers (officially a truck)

The only vehicles that are covered are:
cars
station wagons.


Infact, it was the original CAFE standards that created a market for SUVs.

Before the CAFE standards, soccer moms were content with driving a station wagon, remember those, but when CAFE came along, car makers couldn't keep station wagons, and keep their CAFE low enough. Since trucks and vans were exempt, the SUV and min-van were born.

A side note, is that the first mini-vans were APVs or all pourpose vehicles, a class of vehicles ment for farms, campuses, and non-highway use. Since they were APVs they did not have to meet the same safety standards as a passerger vehicles.
