They have tightened security procedures quite a bit, and this was long before 9-11. The Pentagon under Cheney did tighten security clearance procedures and put them on a need to know basis, downgrading the security classifications of hundreds of DOD employees. If you had a DUI arrest, you better report it, they will find out.
