3. Healthcare in general
In the U.S. is a homeland security issue:

Let's say a biological agent strikes a mainly low-income community first, people who don't have a regular physician and only go to an emergency room when they feel like they're dying. By the time they do make it to a hospital, where tracking mechanisms are supposed to alert the hospital to a possible crisis, heaven knows how far the disease might be spread.
