it's even worse than that.

The lion's share of American aid is tied to specific projects that depend on specific American businesses getting the money-- the peace-dividend equivalent of Halliburton being in charge of the Iraq redevelopment slush fund. The aid that trickles down to the people who really need it is a mere fraction of the already stingy allocation.

But I'm not the one to ask: I'm still furious about Dumbya having the cheek to call anybody else "misinformed."
