I've got pretty thick skin.

The fact is, there is a ton of photographic evidence that suggests that there is stuff being sprayed into the atmosphere, purpose unknown, except presumably, to the DOD.

Somewhere down the pipe, somebody said, "Hey, maybe we should just do this legally..."

So we have this bill, introduced this year;

Weather Modification Research and Technology Transfer Authorization Act of 2005 (Introduced in Senate)

To establish the Weather Modification Operations and Research Board, and for other purposes.

Like, uh, duh, uh, HAARP?

Just go ahead and start the research first, then ask for broad legislation that doesn't really get into the minutae. But it covers some butts. Greases some skids. Eases some budgetary constraints.

Spruce up the atmosphere so HAARP can be used at low levels.
