The VP of Tulane University Hospital said the nasty sewage/chemical water is in the first floor of the hospital which is being evacuated.

Her eyewitness report was chilling: She could see outside
ARMED men wearing mink coats riding in 30' fishing boats down the flooded main street past the hospital and stopping to loot and ransack the cars in the hospital parking lots and deck while the staff is trying to evacuate the patients. (All critical care patients are already evacuated.) These men are modern day urban pirates. These are NOT nice looters. Hell, they've gone beyond looting. I can see how it all came about though. :( :( :(
