Obviously Roberts is Bushys kinda of guy. I dont think anyone would argu that.

1st, The younger the chief justice is, the longer they'll serve and hence the longer the mark the president gets to make on the court. By Choosing an existing Justice who is already getting up in years, would ensure that he won't serve nearly as long as a freshly minted Justice.

2nd, By doing its this way, its almost a 3 for 2 deal. Bush gets to appoint the Chief Justice, and fill 2 vacancys, hence 3 impacts with two appointments.
