[Nothing Without Hope]

1. Refuses to admit he doesn't live in California (or Florida) any more
2. Thinks his knees are his best feature
3. Wishful thinking - "if I dress like this, maybe it will be warm"
4. All his long pants are in the laundry hamper

We had one of these mid-winter shorts wearers in our lab years ago at MIT. He was indeed from California, and he never got over it. He provided a good index of just how cold the temp was. If his knees weren't visible, we knew it was time for a stone-cold blizzard, because that's what it took to get him to put on the long pants. Iced-over knees can be annoying, I guess.
