13. If it's a nuisance or in danger
Call animal control. We live in a town that has laws that dogs can't even be left in yards without having an access to shelter or brought indoors in bad weather. People take leash laws VERY seriously here. So when we see a roaming dog, the immediate concern is that the dog got out and is going to get hit by a car. So we call animal control. I had never been accustomed to this level of care of animals in a town, seemed a bit intrusive at first. But it's great once you get used to it, lots of dogs, all very well taken care of.
