17. There is one classic movie I've been looking for forever

Classic, meaning old. Not particularly popular. About a young girl growing up in NYC. It may have been called Junior Miss or something similiar. I don't know why exactly I liked it, but it stuck with me. She had an older sister and an uncle just out of "rehab" though I think they called it something else. They went skating in Rockerfeller Center. Any help would be appreciated. I haven't seen it in years.
