we have a lot of people in prison doesn't mean more people shouldn't be there, or stay longer. Here's the tip of the iceberg, from the Bureau of Justice Statistics:

Of the 845 assailants identified in the killing of law enforcement officers from
1991-2000 --

almost half had a prior conviction
almost one-fifth were on probation or parole at the time

This is only the cop killers...you can find equally impressive stats for overall gun homicides, which, not surprisingly, tend overwhelmingly to be committed by young males engaged in other criminal activity like drug trafficking and/or gang related stuff, and who have a police record. I also saw a stat there that said 82% of gun murder victims had a prior criminal record.
