4. Strategy implies forward thinking.
The Dems used 'strategy' from the 1990's election playbook for the 21st Century.

The changes are not about driving people out as much as making it clear about Democratic mission, vision, and values. If the mission is just to get certain people elected then it is a failed strategy. See Election 2004 for obvious pointers. We have to be able to tell a story with the strategy that encompasses diverse thinking.
