Depended on the old Democratic consultant strategy of: target a select number of districts just above the number needed to win, bombard them with TV ads. Then make sure you diss your base so that suburbanites can feel as if the candidate isn't one of those threatening leftists. It made it easy for the GOP to figure out which districts and bombard them with all sorts of money and effort.

But Howard Dean is playing 3D chess. Everything on all levels is in play, which means you can't figure out which areas really need to be rigged, changes are so volatile and unexpected, the money is spread too thin, the people needed are too many for a conspiracy to work. And since the base isn't being dissed, the turnout goes way beyond the usual numbers.
