5. With 95.66 percent of precincts in, it's Allen by 0.62 percent
The number of reporting entities with less than 100 percent of precincts in is down below 20 of 134 jurisdictions. Judging by the Allen/Webb split in precints that have already reported in each of the 19 outstanding jurisdictions a few minutes ago, it seems to me Webb still has a good chance of a narrow victory. In any case, this race appears headed for a recount and the courts, unless Webb rolls over like Kerry.

From http://sbe.virginiainteractive.org/nov2006/l_02.htm , the jurisdictions with fewer than 100 percent of precincts reporting were :

ARLINGTON COUNTY
CRAIG COUNTY
FAIRFAX COUNTY
HALIFAX COUNTY
HENRICO COUNTY
HIGHLAND COUNTY
ISLE OF WIGHT COUNTY
JAMES CITY COUNTY
LOUDOUN COUNTY
LOUISA COUNTY
NORTHUMBERLAND COUNTY
PRINCE WILLIAM COUNTY
RICHMOND COUNTY
CHESAPEAKE CITY
NEWPORT NEWS CITY
NORFOLK CITY
PETERSBURG CITY
RICHMOND CITY
VIRGINIA BEACH CITY
